David Falk is co-director of the Odessa Public Policy Program, which established an undergraduate public policy program at Odessa University in Ukraine. For 15 years, he practiced law in a Washington, D.C., law firm specializing in real estate finance and affordable housing. Falk also served for five years under Maryland Governor William Donald Schaefer as Assistant Secretary for Fiscal Planning and director of the state's housing finance agency. Falk worked for the federal government for seven years at the Agency for International Development and the U.S. Department of Housing and Urban Development. Falk teaches courses in public finance management, the policy-making process for journalists and, basic real estate finance at the School of Architecture.
